About Us

Dr. Brian Goins has served as Pastor of Victory Worship Ministries in Moreno Valley, California, for the past 37 years. Before founding Victory, he pastored Body of Christ Church in Los Angeles for six years.

 

He has been married to his lovely wife, First Lady Ruthie Goins, for 52 years. She is not only his wife but also his lifelong business partner. Together they have been blessed with 8 children, 22 grandchildren, and 28 great‑grandchildren.

 

Dr. Goins currently serves as Presiding Bishop of Victory Worship Ministries International, which includes ministries in USA and the Philippines. He has also served in leadership roles as District Elder and Bishop with both the Pentecostal Assemblies of the World and Shield of Faith Ministries.

 

He attended Fuller Theological Seminary and graduated from MTI. He holds a Master’s degree in theology and a Doctorate in Christian Counseling and is a certified facilitator in Anger Management and Domestic Violence.

 

For more than 30 years, Dr. Goins has served as a Chaplain with the

Riverside County Sheriff’s Department.

 

A successful businessman, he has worked for over 44 years as a Structural Pest Control Operator and for 30 years as a licensed insurance agent and financial planner.

 

Dr. Goins has received numerous awards and citations recognizing his dedicated service to both the community and the body of Christ.
